Dear Wilcox,
e are at last in a position to submit to you a 1944-45 estimate of Revenue and xpenditure relating to Hong Kong Government funds, and this is enclosed together with some notes giving explanations, or ref- erences to correspondence, in support of certain items. It has not been easy for the Hong Long Government Accounts ̧uffice to repare the cstimate as many accounte have still not been received, others are still awaiting examination and it is proving very difficult to bring the work up to date. The estimate has been vetted in this Department as far as possible and amendments made where neccssary to bring it into accord with the latest correspondence on the various items of expenditure.

It will be seen that the estimated expenditure now excecds the estimated revehue by about £1 million. With the excetion of 1 100 included
under lead 7.4, to which reference is made below, the ex enditure items are firm commitments as far as can be seen at resent, so part from that on: item th re are not likely to be any savings under the various heels.
As regardo the provision of $100,000 under Head 7.4 tores, I mentioned in my letter to you of 12th May, 1944 (55104/7: ~/44 (your reference .46110), that we should have to aproach you for authority to purchase stores required over and above those which may
